Cannot progress further

Hello.
I was just wondering if this is a known bug:
I am in the sub and seem to be stuck.
I cannot seem to activate the sub's GPS system. When I hover over the globe/monitor, the cursor highlights, but nothing happens if I click on it. I checked a walkthrough, and it mentions that one of the maps in the tubes opens when clicked on to reveal highlighted targets. I am not seeing that. I have one empty tube, and another one that opens to reveal a map with a coordinate on it, but it only closes when I click on it.
Any advice is appreciated.
